I'm wanting to upgrade my wheels & tires on my 95 subaru Impreza to 17" OZ rims and low profile tires, do I have to lower my car to make eveyting look right?

that depends on what you think looks right.

usually going with oversize wheels will ephasize the amount of gap in the wheel wells.
