I am a noob at this so I thought I would throw this up there.

I had my car tuned a while back I wont give the tuners name. Well I just recently installed my wide band afr and noticed that my car is running very very lean 15.0:1 at wot. So I did some pulls in my car with the laptop later that night and noticed that at 98% tps at 5000 rpm I was only reaching the 50 and 60% load sites. Boost is backed way down to 12.5 would some explain to me why I am not reaching the 100% load site. I am talking to the tuner now to see what he will do for me about my afr's :(

have you checked in your parameters what your max map is? If it's set to 24-25psi and your boost map is designed to max at 16-17psi, you'll never get beyond 60%

My friends car is having this exact problem and I did a search on here and found this thread. His car is an 04 wrx with a Utec and we unhooked the utec and ran it on the ecu and it still ran 14:1-15:1 at wot. It gets no knock counts. TPS at 98% and 60-70 % load. BTW, I added a bunch of fuel at the 60-70% load columns in the utec map and it took the fuel and richened it up. Before I was adding fuel in 90-100 columns and getting nothing and the load% reading explained it but I can't figure out why the lload is so low. Has to be something with the car.

You need to lower your max map mine was set at 22 and my boost was around 12.5, I lowered it to 18 and it bumped it up to 70%-80% load columns.

How much fuel did you add???
