Do you know if someone other than you can be able to use subiebuck toward parts purchase ?

Yes, I heard that Subaru dealers can take Subarubucks with someone else's name on it.
I would call your dealer first just to make sure.

Certain dealerships may take them, but the rules state they must be used in person by the person whose name is on them. Dealerships risk not being paid for stepping outside the bounds of the program rules. I know we do not take them from folks other than those named on them at the dealership I work out of, nor out of my old dealership.
