Head lights flick off during right signal when the turn signal lever is flicked back if it gets jiggled it goes back on what gives.
I do have the wirring mod for the foglights to stay on with parking lights but have had that for months. is it just a weak turn signal switch. Anyone else have this.

Sounds like a bad combination switch, others have had this problem.

Depends on your experience and comfort level working on the car. The switch is in the steering column, with the right tools and the service manual it can be a DIY. Otherwise a shop or dealer can do it, should be an hour or two max labor.

It's 106 dollars at Subaru! I bought because I had the same issue as you.

I just encountered the "flicker" issue on my '02, and probably need to replace the $$$ switch assembly. I converted to EDM STI headlamps, then converted to aftermarket HID kit on low beam. I'd really like to keep the low beams on with the high beams, since I suspect the ballast zonks the electrics when I flick the highbeams. (I also read that HIDs don't like frequent cycling.)
1) Does the later model cars w/ HID low beams (STi) keep the low on with the high beams? 2) If that is done via the switch, is that assembly a swap-out replacement for my '02 unit?
In a perfect world, my low beams would come on with the headlight switch, and stay on. The highbeam switch would just add those bulbs. When I signaled someone by flicking the stalk, the low beams wouldn't be involved at all. Adding yet another relay (High adds low) would be even less healthy for the HIDs!

You do not need to replace the switch. If you power the HIDs from the existing headlight power and directly ground the ballasts, the HID/low beams will come on with the headlight switch and will remain on regardless of the low/high position.
Also, to avoid overloading the headlight power circuit you should also move the high beam power to a separate, fused connection directly from the battery (this is how Morettes are wired).
This is the simplest way to accomplish what you want and does not require any relays.
The only downside of doing this is that if the lights are off and you flash the high beams, the HID/lows will flash as well which is not good for them. If you only flash them occasionally or avoid doing so altogether then it won't be an issue.

I do have a problem with the switch- I haven't determined if the problem is with right- or -left turns. Haven't used the headlights much this summer. It'd be nice if the assembly were loose, but my luck generally doesn't run that way.
(I already have an "upgrade" harness installed, from when I put hotter H4's in the OEM headlights. This should have kept the load on the stalk switch low, too.)
Attempting to make lemonade out of lemons, if the STi uses the stalk switch to keep the lows on with high beams, AND if the STi column assembly is interchangeable with my '02, I'd solve both situations for the mere price of the STi assembly.
This is assuming that the STi's HID low beams stay on with the high beam non-HID bulbs. Do they?

I didn't mean you shouldn't replace the switch due to the flickering problem, just that you didn't need to replace it for full-time low beams. And the switch isn't going to get you that anyway.
But aside from all that, if you do the direct grounding it will bypass all the negative side switching and give you what you want. I don't know exactly what your current upgraded harness does but you may be able to do away with it.
I've had my HIDs running on the OEM headlight power with direct ground for several years now.

I have this problem in my '04 STi. It happens no matter what signal (right or left) I put on. And as of 2 nights ago, the right headlight only seems to work when it wants to.
