I think subaruparts.com is your best bet.

Last time I priced it out, it was about $500 US for everything but the fogs..

Get the individual part numbers involved in the said bumper swap and ask for a quote for parts only at your local Subaru dealership. Then ask then how much labour they would charge you to get it painted and installed. Any dealership can get the parts and price may be an issue or may not be an issue but you won't be able to tell until you get a quote.
