I want to get rid of that big fat ugly air pleneum that connects to my throttle body in MY98. However I heard that without an ECU upgrade of somekind I can damage my motor and loose a lot of low end power. I am on a relatively tight budget and my question is can I use the ARC1 to perform the required adjustments? Or will I need something a little more exotic?

You won't blow your motor. Maybe just a MAF. It's only $300 to replace. There is a ton of debate to this. This thread might help. Plus do a search.

Blow the motor? No. Burn the valves? Yes! Without the plenum the car runs dangerously lean at high rpm. Basically, the air enters the intake at high velocity it hits the closed valves, sends a pressure wave back through the intake tube and backwards through the MAF, potentially damaging it (though not as likely on the 98 AFAIK), and more importantly reversing airflow through it causing it to read less air coming in. Then the stock computer backs off on the fuel. This is according to an issue of SCC from quite a while ago.

As for the ARC1, I don't have a clue about it. The Apex'i S-AFC is supposed to be the ticket.

Yes the ARC1 will do it, that's what I'll be running along with 10% larger injectors. You can also supposedley run a different MAF using the ARC1 to mediate.

I think we could all take this pportunity to step back and consider if it's finally time to beautify that big-black-engine-compartment-eye-sore of ours. Certainly, the sky is the limit, here... How'bout a clever decoupage or a depiction of a pastoral scene, with cows and the like. Perhaps, for that more animalistic look, a skin motif. Myself, I've taken a seasonal-twist and carefully placed a nativity sceen, with the little Baby holding a tiny spin-wheel, that actualy turns in the incoming air. Gives me a wee rush every time I accelerate.
