yeah, they have the tape already on them but I don't think they would get stolen, that tape will hold pretty damn solid, I use the stuff on my lip kit and its hella sticky.

dont have to worry about that, that tape actually bonds very good once attached to the taillight. i had a set of the aqua tail light masks, and i got busted for em , had to take em off. when i did, it was hell trying, and the one snapped in half. so, i dont think they will get stolen.
