Im using a GMBCS w/ a VF39 setup... Im using pid boost. So that being said... 0% colm in the boost map is your target boost... well I had to lower all the values 10%-100% values of the map because the GMBCS is more sensitive that the stocker. does this also mean that target boost needs to be lower?

Target boost is your target boost. whatever you set in the 0% load column is what the utec will try to hit. The values from 10%-100% are based on throttle position. so if you have 50 in the 100% tps column the BCS will start at 50% duty cycle to hit your target boost which maybe at 75%.
You can look at your logs which will show your Boost solenoid duty cycle. You want to set it as close as possible to your target duty cycle for quicker spool up.
