Since we can't magically check your car over the Internet, the only way to find out is to either plug it in and try it, or have a shop check it.

Is there any way you could contact the prior owner.

no he died the car was built to be a show car and the way I understand it the guy was killed or something. And somehow his ids sold the car or something. The story seems nuts but it was an 02 with 8,000 miles on it so I think it could be true.

Unfortunate if true, but in that case he took the answer with him. You'll have to figure it out on your own or have a shop go over the car.

I don't think that plug is for the TT or CC. My green plug is not. The Green plug on left side of dash underneath is supposed to be unplugged for normal operation of the car. I don't know enough about it to say any more.

For your cruise control I would recommend you just plug it back together and see what happens. I doubt any problem will arise. A blown fuse would be the most damage I can think of if something does happen.

The green connectors sound like they are for the ECU diagnostics but I'm not sure on that. The pre-OBD2 vehicles were like that at least.
