I just got done with my full 05 sti swap into a 94 wagon and the car idles very rough at about 1000rpms. When I press the gas pedal down it doesn't open the throttle body and only allows the rpms to go up to about 2000k rpms.
I swapped out the pedal, same thing, throttle body w/ new tps, same thing, ecu/imobilizer box/key, same thing. I then realized it is probably a wiring issue. I started with getting everything grounded correctly, I ran wires from the negative terminal to the intake manifold, various ground points in the front of the car and in the back. Problem still persists!
I used a mulitmeter and tested everything in the throttle system, everything seems to be within limits except for the electronic throttle relay(page 31 below). Also the Orange wire going to the throttle body motor is reading 0 when it should be 1-3v. I traced the orange wire back to the ecu and there is no power coming from it.
Pin 2 Yellow/Black is giving me a reading of about 11v. and when the relay clicks on pin 4 Yellow/Green should disrtribute 11v's also, right? Well its not. Pin 1 Blue is reading 11v and pin 3 Yellow/Red is reading 7v. I think this is where the problem lies. I changed relays and it does the same thing. Everything is within limits on the main relay.

The connections to the ecu on the throttle relay are all good. I don't know what else to do!
Thanks in advance :)
