Since he scammed you, lets contact the local authorities. Fraud across state borders and international borders should perk their ears up.

If he has a credit card/ bank acct linked to his paypal, cant they just withdraw the money from his linked bank acct?

they could if any was in it, i think he said the guy took out the money already

I just got a pleasant surprise. I checked my email and the payment was reversed by him. Paypal took their cut of course but I am just glad I got most of it back.
