OK, a little background. I was driving my 02 WRX home one night a few weeks ago and for no reason the radio cut out. It came back on and I shrugged it off as nothing, but then it did it again and every time I hit the brakes the lights dimmed and the car seemed ready to stall. I got it home and turned the car off, then tried to turn it right back over and nothing. The interior dome light flickered and no dash lights illuminated. I thought maybe a loose gound but checked all those, and even bought a ground wire kit to equalize voltage incase the grounds were still bad. Took the alternator to have it tested and it passed. :mad: Battery still has 12.5V. Tested everything I could think of with the DMM but nothing out of the norm. I have gotten the car to start and run a couple of times and it runs fine(not sure what I did to get it going), but then I will turn on the headlights on and the car will sometimes start to stumble. But it doesn't do it all the time. All connections are as clean as I can get them. I haven't added any new items for months, except having the power steering hose assembly replaced, done by the dealership. I'm running out of ideas and any help would be great.

This problem does kind of sound like a poor chassis ground problem. You can use your meter to verify it. By placing the common meter probe to the negative battery post or another good known ground point check other suspected grounds with things like the brake lights turned on to see if you see a voltage differential. If there is one then the ground needs to be worked on.
The problem could also be within the the main power buss so make sure there isn't a voltage drop in the power lead.

I checked all ground points (all nine of them) and get the same voltage across all of them, from the main factory body ground to the grounds on the block. I also checked the voltage across the buss, and both sides came up ok. It acts like an alternator problem but it passed when tested and runs 14.6V while the car is running. I would rather not just throw money at this but I am running out of ideas.

You didn't state what the voltage was you saw across the grounds. I assume it was less then 0.1 volt, which is good. If the gounding is good then the trouble must be in the power buss area. See what the voltage is on the fuses in the dash panel when the trouble is happening. If the voltage is low then you need to check the main panel under the hood next.

Power to the dash fuse panel looks good, but the car's running fine. I'll test them when it starts to act up. What would I look for in the main panel since all fuses look ok. I have heard fuse panels sometimes fail, but not sure why it would be ok some times and crap at others.

The fuses themselves are probably just fine. You need to use your meter and check for low voltages at the fuses. They have small slots on the top of the fuse you can put your meter probe on to check the voltage. Check the ones that are tieing power to the effected areas.
