Ok, so I am doing a wiring swap in my '04 WRX, coming out of an '07 STi, and I have this idea about not hacking into wiring to keep the stock non-HID headlights. So my thought contined into a question that I can not find the answer to, which is, Does anyone make an HID conversion kit for the '04 light frames that would have '07 plugs?" May be the lazy way around, but I do want to go with an HID, I just don't want to convert the front to a hawkeye.

First off you don't want to do an HID plug and play kit in your 04 WRX reflectors. It will be terrible. Plus no kit is sold with the plugs the way you want it.
I don't see why you are so concerned about not wanting to cut plugs. There are a few that you will have to cut and change anyways. Unless you are changing the wiper motor you will have to use your plug on the STi harness. And depending on whether you plan to use 05+ door pannels and console with all of the newer switches you will have to rewire your mirror switch. There are probably a few other things that I am forgetting.
With the 07 STi harness everything should plug in with the exception of the low beam/ballast plugs and the headlight leveling harness. Your headlights don't have the leveling motors so those will just lay there. And the ballast plugs on the harness won't plug into the H1 low beams on your car.
So you have two options.
1. Cut off the ballast plugs or unpin them to remove them from the harness. Then wire up your low beams on these two wires.
2. Buy 04-05 USDM STi headlights. They should plug in to the harness completely. With the exception of the leveling motors. I am pretty sure the plugs are different from 04-05 to 06-07. You could change cut the plug and wire it in though if you want them to work. With this option you don't necessarily have to cut any plugs, as long as you can live without leveling, and you have HID the right way.

If you have a kit from lightwerkz it is just plug and play and all I did to bypass the oem wiring is drill a little hole in the back cover to pull new wires through, left the old connections (short wires) from bulbs to harness dangling and plugged it back up with the rubber gromit that came with everything. That way, worst case scenario you get a new back headlight cover from sgp for like 10 bucks and you're back to stock. Hope that helps GL let us know
