Why does Subaru bother making and installing two different styles of front headlight assemblies on the U.S. WRX vs the Overseas WRXs?
It would be cheaper for Subaru to make and install the same headlight assemblies on all WRXs, or am I missing something here?

All WRXs used to come with the USDM spec headlights(except for minor differences with the turn signal bulb/orange thing), except for STi's that had the HID upgrade which included the projectors(with a then shiny surround).
The new JDM headlights on almost all WRX's are non-HID projectors with a black surround. HID is an option on the projectors. I believe the STi Typa RA still comes with USDM type headlights, but I might be wrong.

Price for starters, local laws next, and finally RHD vs. LHD requires different beam patterns ;).
