What gauge cover? You mean the clear plastic that you see through to see your gauges on the dash? If you see scratches on that, there is nothing you can do.
pretty sure its not fiberglass. Maybe plexiglass or something, but either way, there's nothing you can do. Just be careful when you clean the dash next time. Use compressed air or something to blow the dust out :)
Novus scratch remover works well. Use Novus 2 to remove scratches, then only use Novus 1 to clean and polish. Many plastic places sell Novus.

Sorry, I don't remember the name of the place I bought mine at. I don't think Canadian Tire or Lordco has it. If you look in the Yellowpages under Plastics or Plexiglass you'll have a good chance of finding a place that has Novus. I'll be out of town for a few days, but when I get back I'll drive by the place that I bought it at and post the store's name here.
One place that sells Novus:
Industrial Plastics and Paints
http://www.ippnet.com
Each bottle is around $10 - $15.
Be gentle and make sure to use a clean soft cloth.
Edit: if you just have light scratches, just try Novus 1 (cleaner and polish) first. It covers up scratches like wax on paint.
