Who's won the rally? At the moment it is anybody's guess as Citroens lead driver Phillipe Bugalski was given a 2 minute penalty for being late to start a stage this morning. At the moment he is in 4th place overall, if the penalty is reduced to 1 min he will be 3rd and if its scrapped he will win!.

wait a minute. the penalty is 2 minutes right? wasn't Burns 3 minutes off the lead? like the quote says, if the penalty stands (which it presumably did) at 2 minutes, he will drop to fourth, thus not effecting any postions past that.
EDIT: i'm assuming the scores already had the penalty included, hence his fourth overall at the end of the rally and the quote's discussion of his potential victory if he has the penalty removed.

It doesn't matter in the Driver's Points, but I think he got one for Subaru because Delecour was not nominated for manufacturer points?

For instance...read this explanation...and it will all make sence...
Bugalski and Chiaroni were penalised an additional two minutes, on top of their two minutes for not taking the start at stage 15 at the correct time.
The extra penalty drops them to eighth place - and out of the points.
This penalty was awarded because the car did not start the stage from the start line proper, instead starting from some six or seven metres behind the line.

Anyway, now you know. Oh well, so what "Burnsy" got 7th...he should be in 9th, we all know that.
How about Freddy Loix, eh? Finally living up to "Fast Freddie". I think it was a damn impresive drive from him. It will be interesting to see how well he does when the new WR Car EVO-VII is released. It seems like he can drive the WR Car type car much more on the limit then the original Group-A car. Wow, this is shaping up to be really interesting...Peugeot kicking ass, Ford kicking ass, Citroen kicking ass, Mitsibishi kicking ass. All of these teams are int he hunt for a world championship. Its great to see some good racing going on for once, instead of somone just running out and dominating it all the time. Im still keeping my eye on Hyundai, and Skoda...they have some impresive stuff up their sleeve from what ive read, and its obvious they can hang in there with the bigger cars. Subaru...ive given up. Ford and Sainze is where im placing my bets.

PERSONAL OPINIONS:
Richard Burns has the worst of luck since 2000. He retired in so many rallies, and this year, he didn't finish his first 2 or three events. That was B-A-D. I think, from a personal point of view, Makkinen will be a winner, but the season is still not even close to half way. If he retires in 4 or 5 rallies, Burns might have a chance, but it looks very slight.
SOLBERG-MILLS, MARKO MARTIN: Ugh. These guys even crash out or have car problems. Not the best of luck so far. I think they were both bad contracts, and Juha Kankunnen should have been kept by the SWRT.
