I will try to give asmuch info as possible.

I own a 93 L 1.8l fwd fourdoor (4 strikes i know)

I was driving kind of spirited showing my brother the e-brake potentials and while exelarating the engine shut off.
i tried to turn it back on and it tried to but wouldnt turn over.
the brake was very very stiff and only worked a fraction of the strength it usually does and it didnt travel more than and inch no matter how hard i tried.
when trying to give it gas while attempting to start i noticed the gas pedal went limp.
the starter feels strong when i try to start but it doesnt turnover.
and i cant give it gas.

when i went to check what it was i didnt see anything wrong. to my limited knowledge but i noticed the gas cap was not turned all the way and was loose.
also the gas station was a real budget spot i dont know if bad gas would cause this
but i dont think it wouldnt effect brake aswell?

i also had a bad oil leak for a couple of months but it was driving fine just bleeding a bit
checked oil it was low but that bad

i now it seems like i mistreat this car cause i probably do but monies tight i just want to have a good idea about whats wrong so i can decide if i can afford to fix it.

oh last thing car is kept indoors and it was real cold yesterdayso it went from warm to frigid.

Alright, I'm not in any way a car mechanic, but I'll try to help you out.

First off, the first dumb question for me to ask is, are you sure the car has gas in the tank?

Did you stall the car? Possibly is the engine flooded?

Don't worry about the brake peddle, it's normal. It's harder to push down when the engine is off because it's no longer getting a vacuum assist.

Gas peddle is limp? Did you check out the throttle cable? Maybe it is stuck open.

What do you mean the starter sounds strong? Does the whole engine crank normal and it's just not starting?

i had just added gas
the gas pedal is practically on the floor and doesnt seem to be moving gas
might just be throttle cable

starter sounds normal just doesnt turn over

Starter sounds normal but it doesn't turn over? You mean it turns over but doesn't start?

Under the hood... trace the throttle cable to the throttle valve. Try moving the throttle linkage by hand, it should swing 90 degree from closed to fully open.
If that checksout ok inspect the pedal linkage under the dash - ensure nothing is broken/disconnected from the pedal assembly.

Hmmmm.

If the car cranks, and you can smell gas, it could be the crank angle sensor. That bit the dust on my '95 L and its only about $70 to replace. :)

Get your Cam Shaft Sensor and Crank Shaft Sensor checked. The easiest way to do this is to get it pluged into a diagnostic computer. I had mine ('95 AWD Sedan) done at the Dealership, and I got them both replaced for $40 (parts cost). I got them together in a package for that price.

When is the last time your O2 sensor was checked?

It sounds to me like it might be a sensor of some sort.

I would get a diagnostic check done on it.:)
