i noticed the white stuff the other day while checking the oil. It's located around the seam of the radiator and where the coolant hose meets the radiator. Does this mean the coolant is leaking out or is it corrosion from something else?

Yep...you've got coolant leaking. you may need a new hose, or simply to tighten the hose clamp. Remember, tighter is not always better with a hose! Too tight will make it leak too, especially with a worn/dry hose. A new hose should only cost you 15-20 bucks...cheap insurance.
