From doing searches here and on the web I've learned that the only DOT approved harnesses that people seem to know about are the Schroth ones.
However all of these mount to points in the back seat, and they look somewhat 'weak'. My question is this:
Are there any DOT approved harnesses that meet FIA or SCCA regulations as well as mount to a harness bar or Cage, NOT the back seat?

They're DOT approved because they have an inertia reel and a push button release. They need to mount pretty far back to give the inertia reel room to work. I don't believe that the FIA or anyone else would approve for racing a harness with a push button release, and likely not with an inertia reel either.
Thats exactly what I thought. The reason i'm asking, is because the seats that are going into my WRX don't appear to work with traditional seat belts. So it looks like i'll have to have two setups, street DOT harnesses and my racing harnesses.

You don't really need two setups. Try something like this...
