I ordered front and rear strut bars and i noticed that it said 97-01 only for the front one...i drive a 93L, and ordered it anyways cuz i figured it would fit. Can someone please tell me if the frame is all the same for these years because that is what i thought.

Yes it will fit just fine.
Will it function - no. Looks only.
Your money would be better spent on:
tire/wheels
performance alignment
rear sway bar
Springs and struts
ALK
STi strut tops

prior to strut bars, unless you have a wagon then the rear RSB does have some effect.

I have to disagree about the front strut tower bar not doing anything. I had always heard that, but I got one for a good price, so decided to do it if it was only for looks. Well, first drive I took after putting it on, I was pleasantly suprised to find noticably crisper turn-in. This wasn't just a mind-trick, either, because I didn't expect it do do anything in the first place. I'm quite happy with mine.

Ya, i noticed my strut bars as well. They arent COMPLETELY worthless :p I wouldnt pay alot of money for them, exept for perhaps the cusco rear bar thats compatable with the v-brace, which ive heard is rather good :)

Wow, then I must be a chump for buying STi bars!:p
They are not just a high priced placebo affect, they do something. My car has tighted up a bit when I armed them both on. The front is more noticable then the rear.

edit:

Oh here's a tip to get more of a noticable difference in the RSTB:
(learned this from a local rallier)
jack up the car, then put on your RSTB as this will get the bar to be much stiffer. I tried out both ways and I must say it is a noticable difference.

Do i have to get all four wheels off the ground or just the rears???

Just the rears will do.

Front does minimal.. but nice to have anyway if you have stiffer suspension..

Rear does wonders.. if u have a Cusco bar, add a V-brace to it and it'll clear up more rattles.

I stand by my list above. Do those mods first then the strut bars. Each of them will have significantly more effect on handling.
I am running a rear strut bar now and it may be doing something as I have a wagon. I will likely add the front if I find a cheap used one.
No way would I spend hundreds on the pretty Cusco front bar unless I was building a show car. The V-brace should be helpful from the triangulation. I might just make up my own V-brace someday to work with my Whiteline bar. It's low on the priority list as I want bushings and engine/tanny mounts first, plus I am not too keen on the obstruction and poking a hole through my cargo tray.
YMMV
