Anyone thought of doing this for extra measure/build an indestructible block? or have they thought of it and then decided no because of cooling issues or something of that sort. just curious.
ej25 sleeved to 2.2L as to hold shizat load of boost.

Ya, no. Go back to motor building school. A 2.5 with a set of darton(sp?) sleaves, rated to 50psi, will hold "shizat load of boost" but the block parts will not. It will most likely blow in half... Sleaves big enough to take a 2.5 and shrink the bore down so its a 2.2 would not be a good idea.
What the hell would you do with a turbo that could run 30-35 psi on a 2.2? You would have monster lag, no responce, and a overall crapy drive. The stock ej22 2.2L would run ~25-30 lbs stock. A ej257, sti block, is pushing limits at 24-25 psi. And a ej207 falls somewhere in the middle. Built blocks falls more to who and how good your builder is...

maybe it doesnt have to be down to a 2.2, it could be a 2.4. i just had the idea as to save a lot of money in machining of the cyclinders, etc...

Ya. Axis take a 2.5 and sleaves it to 2.4 or bores it from a 2.2 block to 1.4. But both cost the same.... you have to bore out the stock liners before you can put aftermarket ones in. A build short is going to run $4 to 9k. Depending on size, wet or dry sleaves, cost of parts.... so on.
