if you purchase a used WRX is there any way to tell the the ecu has been reflashed? and if it has will it hurt anything when i go to install my AP? thanks

There isn't really an easy way to tell. If you have deltadash you could try using the adjustable parameters that are enabled with their reflashed ecus.

If the ecu is currently married to someone elses AccessPort then your AccessPort will not reflash it.

it was a old style send out reflash you could check the passenger footwell for evidence of being "disturbed" scuff marks or broken tape. Any thing that may have happened during the removal of the ECU.
Your Accessport should flash over whatever is on the ecu when you initialize it. I think you'll be ok there. It's the 04's that seem to be having the most trouble.
