Hi there!
My '95 Legacy uses H4 bulbs for the headlight.
I'd like to convert it to HID - are there any H4 HID kits that works for both low and high beam and work well with Subaru stock headlight?

Check with xenondepot or xenonfactory or hid-online.com All cost about $450 a set but are not cheap crap. Everything else is crap except Catz. But find a set stateside is hard since they are illegal now. Cause people like you wanting to slam a set of HID into a halogen reflector housing. Only do it if you have a projector set up at least. Other wise you will have a messed up beam patter that will blind on comming traffic.

What you are basically saying is: 'You can't expect good results with halogen reflector housing', right?
Good results would be better illumination for my convenience AND NO blinding other drivers...

i have the 5000k h4 hi/low kit from www.proxenon.com german quality. I have eyelids and the bulbs are properly aligned, about as glare free as you can get...in the year i have had them i have never had a problem with the product or a person flash me....
Yeah, it was smart to ask first.
It's correct that you can't get good results. Putting in any of those hackjob HID kits will increase glare to other drivers, while simultaneously reducing your ability to see (and potentially more dangerously, it can make you think you can see better!).
