So i did it...i sold my subaru and my prelude so that i could purchase a different more expensive car. It is nice, but i really miss the driving experience of the subaru. So riddle me this batman...how much could i purchase an RS old style for? Then how much would it take to make it an off-road (thin rally, not rock crawling) beast. I would rarely, if ever drive it on the street, and it has to be blistering fast. I haven't built one...so let me know guys.

You could always get an XT and gut it, turbo the six and have a hell of a screamer.

Which RS? The 1990 one or the 98-01 one?
If you mean the 90 one, I would look for a 85-89 RX, 85-90 Gl/GL-10/Loyale Turbo, 85-87 XT turbo, or a 88-89,91 XT6. The RS is rare as hell and a stupid buy unless the "RS Badge" really grabs you.

Might I also suggest a 2.2 AWD L with a turbo kit? Or an 1.8AWD with a drivetrain swap?
I recently traded my L/RS hybrid to ASR. It was light, having no sunroof, manual locks and windows, and it had an EJ25 drivetrain from a rolled 99RS.
I too, miss the little thing, since it was a blast to toss around in the dirt, and I wasn't especially worried about the paint job getting dinged up from the dirt.
