also...obviously the utec is better on a wrx...but how much power and tunability am i going to be losing by going with a e manage over the utec??

well - on top of the emanage you will need

boost control
Knock control
OBD2 logger

in order to come close to the tuning ability of the UTECH. What is great about the UTECH is that it allows you to complete take hold of timing. On the emanage (I have one on my RSt) you have to look at what the stock ECU is running for timing, and then offset that timing curve with the emanage when you are on boost. This makes for a PITA when you are trying to lay down your timing curve because there will always be more datalogging you want to do to check yourself.

The UTECH also controls airflow much like the emanage. On top of that it has adequate knock correction (i think) and Boost control.

On my RSt I have a Emanage / J&S Ultra / and a Blitz SS EBC (soon) as well as WB02 and by the time I have done enough road and dyno tuning to get these 3 separate systems working together 100% I will have spent probobly just as much as Jow Smo WRX who bought a UTECH, had it tuned in an afternoon, and called it a day.

WRX owners that buy emanages are kicking themselves right in the face, get a UTECH. If i could have I would have. Tuning wise the UTECH is a dream compaired to an integrated piggyback setup like mine.

hope that answers your question.
