ok, i have a 2003 subaru wrx that i'm lowering with progress springs (1.8 front, 1.5 rear). now the plan is that i'm getting some 17x8 5zigen rims with a offset of 48. now the question is with a 245/40-17 tire in the back will i need to get camber bolts for the rear? or is that if i just want to autocross or something?

Get 'em...they're cheap and you will likely want to adjust the rear camber after dropping it....you can also use them to make the rear camber even, side to side...which is also a good thing ;)

ok then uncle scotty, what are some good everyday street alignment specs? so i can take them to the time place and get them put as that.

This is a good starting place to see what Whiteline liked.....you may like to see what your rear camber will end up being to get the tires under the fenders...and go from there. The max camber in front should be ~- 1.4 or so.... I like a bit of toe out in the rear...and '0' front.
....and with that drop and that size tire(I didn't see that beefore) you may rub a bit regardless of alignment.....you may need to get the fenders rolled/cut a bit to make that work....but that's the size tire I'm gonna do when I get rich ;)

lol you don't have to be rich. honestly this all started with me wanting to do a rwd conversion. but after lowering my car and adding some suspention stuff i just can't do it i love the way this thing handles. awd forever.

so would -1.5 camber all the way around on 17x8's with 245/40-17's be a good idea? or should i go a bit more mellow. i just was some awesome a$$ street handling

This past summer I installed some H&R coilovers and 245/40/17 Kuhmo Ecsta MX's on 17x8 Rota Torques. I lowered the car so it was about 13.75" from the center of the wheel to the fender (measung staight up). I auto-xed my car all summer and had no rubbing issues. My alignment is -1 deg camber in the back, -1.3 deg camber in the front, and 0 toe all around. The only problem you might have is that I think my springs (450/400) are significantly stiffer than yours, so you might get rubbing during hard corners. Just thought the input might help. Good luck!
