Well if you already swapped ecus w/ no change, it seems likely that the problem exists in the wiring and not the ecu. Have you checked all your grounds? If one is not connected, certian parts of the ecu will not function properly.
All I can say is go back to basics. Trace every power source in the schematic and make sure it is correct. Do the same w/ the grounds. I had a similar problem on the last swap i did and it ended up being a grounding issue. PM me if you want some technical help. I do all the swaps @ FIS (www.fi-systems.com) and can probably help.

Ok im new at this swap stuff...so dont get too mad.. :D i made my own harness for the fuel controller..with female spade connectors, covered in heat shrink tubing. the problem is i had the wires in the wrong place on the controller when i tried both ecm's. When it didnt work, i eventually found out which place each wire goes from a super helpful nasioc member...as it stands..the controller is wired correctly now..but the ecm doesnt work, which leads me to think that i fried both ecm's from my ignorance...the controller was toasted and the 30amp fuse blew from me messin with those damn controller wires..the first time around,so im pretty sure the ecm's are bad now but i sure would like to know for sure..so i can stop this witch hunt...thanks!

i had the same problem mine ended up to be the wire that powers the coils(grn/red) coming from the smj i tapped into the blower fan relay another grn/red not to far off in pins on the ecu double check that wire

yep i made that mistake when i first had the harness apart..but i caught it before i soldered the wires...i have 12 volts to the coils but the third wire on each coil sends a signal from the ecm...and i have nothing in that wire... the service manual says replace the ecm if this happens when the harness is ok....so im gonna need another ecm
