They claim it doesn't increase boost higher than factory level, just that it makes the boost come on quicker.

Its just a manual boost controler. Its not a good idea on your 04 car due its Closed loop delay function. What you will end up with is the ability to make that full boost at low Throttle postions. This can happen in closed loop and around 14.5 to 1 AFR. This leads to detonation and possible engine failure. This issue was also on the 02 cars but not nearly as big of a problem as the 02 cars and some 03 cars switched into open loop fuel mode much faster. )4 US STIs switch faster still.The safe solution to more power is a flashed ECU by a shop that can increase spoolup and shorten the Open loop delay period.

Thank you for your reply. I've already got a Cobb AccessPort. I was just curious about what exactly this did if it didn't actually increase the boost. Does everyone else agree with this user's explanation?

scotty understood what you meant. it's just that instead of getting 20 responses from people of questionable knowledge regarding subaru tuning, you got 1 immediate answer from a highly knowledgeable and respected tuner.
you can see some of his accomplishments in the ppb forum under the kingpin gt35r thread.
it's safe to say you should go with his advice on this one

i have used mbc on our sti with good results....
we initially had trouble with spiking issues, not part throttle overboost conditions...
i ended up using the ABC that came with the utec along with the mbc we have, and got it ironed out pretty well....
i think the stock ebc would be fine if it had a "little" quicker response....
kingpin obviously has their act together though
