anyway, i was wondering if a tail light out of a 2001 Impreza would fit into my 99 RS?

As long as it's not a bugeye '01. I've heard of both the bugeye '01 and the GC '01 referred to as the '01 impreza. Not too big of a deal, just make sure you get the right body style. (GC vs GD, not coupe vs. sedan as coupe/sedan are the same. But the wagon is different, so dont get that one either).

regarding the 2001 US model tail lights AND OLDER

if you car is a sedan or coupe... sedan or coupe tail lights will fit

WAGONS however, are specific to wagon tail lights only

Yeah, thats right, the 01 was the first year they had the bugeyes in Japan. The GC's final production year was 2000.
