Does the WRC car retain AVCS? I tried to find some pics of the engine compartment and I don't see the oil lines needed to run it. Perhaps I haven't found the right spec list yet, but I can't find any specs that suggest it runs active valve control.

I HIGHLY doubt they do.
avcs is more for emissions purposes than it is for power.
it does make power for us, but they are designed to make power for cars that have to use a broader power band. in most types of racing you can get away with a more narrowr power band as long as you can keep the gearing right, to make sure you're always in it.

They don't need it, they're boosting to 3.5 bar (~50 psi) since like 2500 rpm on the WRC2003 car.
nope you can see in the picts on swrt.com that its not there

Is that true? That seems a little much to me to arrive at the power figures they produce.

It's true. Since HP is a term based on torque you need ~630 ft*lbs of torque at 2500 rpm to make 300 hp. The 2004 WRC car made over 700 N*m at 3000 rpm.
The power curves of a WRC car are weird. It is almost inversed from the standard curve.
