Happy birthday then :)
Sounds like this is going to be your first mod? Well, for the stock suspension, get yourself a 18mm sway bar (not swap bar btw). FHI is way cheaper, and the adjustable is useful however cost more. An intake will run around $200, so your budget is gonna be tight for both.
Other than the sway bar, or you can just invest in a nicer set of tires. All-season is what I am talking about here.
Check out Cobb, iSR, SPD and other vendor sites for new products info :)
Good Luck

people will have different answers to this question. They'll say mod it according to your driving style. yadda yadda... another one i always see is training the nut behind the wheel by taking some driving school or somethin. But here are
my first two performance mods on my car (installed them at the same time)
ganzflow cold air intake and fhi 20mm swaybar purcheased from larry : www.imprezars.com
i think the swaybar is a great mod. reduces a lot of body roll and it'll reduce understeering.
The ganzflow pulls cold air from the fenderwell and it sounds awesome.

The swaybar mod is recommended, also new tires make a world of difference (*****-can the RE-92's if you havnt already)!

Get the fattest rear sway bar you can get your hands on!

Get a cobb CAI, its probably the best single thing I have done to my car. Although if you don't have suspension yet, you might want to think about that also. But you can't get many suspension parts for 2 - 300.

*ahem* sti struts on www.subaruparts.com 143.99 per pair.. that's about 300.. good struts =)
Well you may as well want a rear sway bar and an intake, those are great starter mods, and useful to boot!

Depending on how much you end up getting you might be able to afford a Ganzflow and a Kartboy short shifter... that would be a nice combo to get you started.

Kartboy, is how much $$$? and thats the best short shifter for the RS or is this a top like what the best exhaust is as well....

kartboy short shifter is really nice too. but if you go on a lot of twisty/windy roads and such, i'd recommend the rear sway bar
