My friend just got his new car but the paint surface is kind of rough. I suspected those "rough things" were tree sap or some kind of sticky chemicals. So I cleaned with cleaners but it didn't work. We tried to wax the car (using Mother's P1, P2 and P3) and it didn't work. It shouldn't be paint failure because the lower portion of the car is very smooth (only those surface facing up is rough). Can anyone help me? By the way, his car is black and get dusty so easily.

Get a clay bar. But take the wax off (using hand dishwashing detergent) first. Then wax again.
