Im looking into buying a complete exhaust for my wrx soon...(probably the prodrive stuff). If i replace the up-pipe...downpipe...both catless...put a catless mid pipe in but weld in a high flow catalytic converter...and run prodrives catback exhaust, will i be emissions legal??
Just curious if anyone locally has prior knowledge/experience with emissions on their wrx..

Technically, no, you wont be emmissions legal. Realistically you'll probably still pass. You need to have all the original cats to be emmissions legal. Most people wont know the wrx has multiple cats you'll probably be alright.

I just want to make sure that i will pass emissions before i dump a healthy amount of cash into an exhaust set up. Better to be safe than sorry i guess

If the car has over 50,000 miles on it you can legally replace the stock cats. I know of folks that have passed emissions here with no cats at all. (just takes a good tune up).
If someone at the testing station is being obsessive and looks for a cat, you'll have one.
Worst case scenario, hang on to your OEM exhaust gear and swap out exhaust for a day to get the test.
With the new rapid screen system it is likely you won't have to go through the formal testing process in any case.

You will be loud, a friend of mine has this set up. I love it sounds great but it is also loud. make sure you clutch it around cops

Also what prodrive wants to reflash my ecu ...if it's done correctly that shouldn't effect my emissions that much should it?

If you reflash with the larger exhaust you will be able to take better advantage of the larger diameter tubeing. Reflashing makes you engine run more efficient fuel maps for creating power, not necessarily for making better emissions. I would go with something like Cobb's access port, then you can put the car back to stock any time you want.

I currently have replaced my stock down pipe with a stromung and am running Cobb Stage 2...do you think I should revert back to stock or econ mode? Any suggestions would be greatly appreciated!
