Bought a used WRX, does the powertrain (60K) warrenty transfer?

The factory warranty will but I am not too sure about the extended.

The factory warranty goes with the vehicle, not the owner. If they had an extended warranty, you can pay a fee to have it transferred into your name (If it was a Subaru one)

Remember that there is a 60 month time limit on it, starting from the "in-service" date. You can call up the Subaru 800 number with the VIN to find out what that date was.
Also remember that the previous owner may have abused or done some things (e.g. power mods) to the car that might result in Subaru not covering certain repairs under the warranty. That's why it's a good idea to have an experienced Subaru mechanic check out the car now, if you haven't done that already.
