Sorry I can't help you with how to wire it, but I'll tell you this. It does not consume more gas without using pump controller. I just finished my V7 STI swap and I got bad controller, so I am driving without it for now.
Impreza has fuel return system. Injectors won't flow more gas than they need to, excess gas will go back into the tank. As far as CEL, it sucks. That’s why I am planning to get a new controller.
I would PM Zephyr250. He did my wiring job and he is good at it. He lives somewhere close to NYC too. He would be able to help you.

Most of us that didn't have the actual car side harness connector ended up just soldering the wires directly to the pins. That seemed to work fine for me. But yeah...I don't see it using more gas with the controller not hooked up. If you do a search in here for fuel pump controller, you'll find a few threads on how to wire it. There is one from Dave @ rallispec that was useful to me.

Yeah definitely cut away the plastic surround exposing the terminals of the controller, then simply solder directly to each pin and follow-up with heat shrink tubing. Obviously be sure you put the heat-shrink on the wire before you solder it to the terminal.

Why not find a junked WRX and cut the connector for the FPC off the car? Why are you hardwiring it in? If that thing goes bad, you're cutting and resoldering it all over....
solder in the connector and plug and play. Thats my suggestion.
car-part.com . No, they don't have a heading for FPC connector...but if you're creative with what you're looking for and find out that the yard still has the car, then you can ask them to find the connector, cut it and send it to you. Thats how I found my FPC. I'm in the Northeast...found the FPC in GA.

I don't see hardwiring the connections as a problem. Whats the diffrence of you solder the connector of the pins? I had no problem wiring mine up.

Or you could us some female spade connectors. Run the wires to them, then pour some epoxy into where the original connector would be. Tada, homemade connector!! Thats what Zephyr told me to do. Dont forget the heat shrink tubing before hand.

^^^^
I started off attempting to use spade connectors. The FPC connector terminals are too close together for common spades and they will rub together even with tubing or tape. Too much of a chance for cross-connection or short.
Yeah I was going to say those must be some awfully small spade connectors you found... I have some super small ones but it's still too close...
