they should come on when you have your running lights on.

try the switch above the steering column.
Or try turning the car on, and flipping the stalk to the first click, not headlights, but running lights.

Check the bulbs and make sure they are in place and not burned out.

Speaking of these lights, can I buy replacements for them anywhere other then my local Subaru dealership? My driver's side just went out and even though it's not a huge deal I'd still like to get it replaced so both sides look balanced. :p

they're 194's, just regular sidemarker wedge bulb types.
any auto store should have them.
it's hard to get to them though, you have to either take the light or the fender off.
(it's easier to take off the light)

and while you've got the headlight off to replace the 194 bulb, pop the entire assembly in the oven for 20 minutes at 300* to open it up and remove the yellow signal cover (say the word if you need more detailed instructions)...

oh, and i replaced all my marker & tail bulbs (except for the front signal bulb) with LED's so they should last considerably longer than regular bulbs... i put in chrome signal bulbs in the front (off ebay)

umm... that's terrible advice. by opening up the headlight you risk ruining the seal and leaving your light prone to fogging up. that's like saying while you're in the hospital for a flu shot, go ahead and have them take out your appendix. do you need it? no. is it hurting you from being there? no.

Then why bother doing half the mods we do to our cars  Our scoobys dont NEED any of them but we do them anyway, right? Im simply throwing an idea out there for him to think about while he's working on his car... btw, i fixed my headlights like this 3 months ago and i've yet to see a hint of fog in them :D
and since my link above isnt working anymore here it is again:
