Is the stock 9007 B+ switched? When does it become positive, with the ignition? Or is the Lighting Switch (position I or II) involved at all? My meter is at my winter garage far away.

So I could connect the 86 Coil side of my high and low relays to Stock 9007 B+, and the relay would always close when the ignition was off.

The headlight power is switched with the headlight switch. So, the power is there when the key is on and the headlight switch is turned to the second position.
