1 - Rota wheels are not low quality, and in my opinion for the $$ are great rims.
2 - Try to find a set in your local area used 1st, and there are a lot of subies in your area to find a nice used set. New you don't need to spend more than a $1000 w/tires.
3 - 215/18/40 is what I would run, but some will run 225's but if you are lower than stock or plan to, you may have to roll your fender wall.
