Tuning will not have any notable bearing on the loudness of the solenoid.
You can see where I had mine temporarily, then I mounted it permanently in the stock spot. It was really loud in the temp spot, but I can still hear it in the stock location. I think it is just louder, but you may be able to lessen it if you can put some more rubber isolators on it or get creative.
It should start clicking just as you touch the accelerator. It may stop clicking briefly if you floor it from a vacuum at < 3500rpm as well.
