I'll start off with some suspension mods for you..

#1 Rear Sway Bar IPD makes a rear sway for your/our cars and its pretty cheap $180 for the bar and endlinks. that will make a huge diff becuase i dont think your brighton has a rsway at all.
#2 source a set of WRX 16" wheels and get a decent tire. you can find them for $200-$500 all the time on here.

If you really want to raise it, try finding a used outback wagon suspension. that will raise it up a few inches.. you will waste your money with coilovers and prob not be happy with the ride, and your babies prob wont like it either.

Intake = sound and very little HP gain, if any.. but it sounds cooler.

you could go the header/exhaust route.. but again money vs results are low.

If you want a hood scoop they only came on 97-99 LEgacyOutbacks/GT's so check the junkyards and boom, scoop. you can also look for a LEgacy GT front bumper if you want smaller foglights or an outback bumper if you want the 3" fogs. hope thas a place to start. but like i first said.. get some swaybars + wheels/tires and you'll already notice a huge change. then figure out how high you want your wagon.. and check the legacy FAQ's
