Like others have said, go with outback suspension 97 and up is when they came lifted. The reason outbacks feel stiffer is they have a much larger rear sway bar. So, if you're looking to save money, find a wrecked outback and grab its rear swaybar, which if I recall is an 18mm.
Instead of a CAI or exhaust, just take the snorkus box out of the passenger side fender. Search snorkus and snorkusectomy on here and you'll find the info you need. Its just a mod that makes a fun little noise when you get deep into throttle. Definately fun coming out of a wagon.

There are foglights available for your car as well, with holes in the bumper beam ready for install. You can source them on ebay for $40-60. I'm working on a way to mount my hella 500's that should be a pretty easy DIY, so check for that here in a few weeks.
