Yes, the main difference between EDM headlights and USDM headlights is where the law says light should be focused. A lot more light is required under US traffic law to be directed upwards to illuminate signs and the like vs. the European laws that calls for more light to be directed towards the front.

That's why on older cars in the US, the beam pattern looks pretty diffuse, while on a European car of the same vintage, the beam pattern is more focused to the driver's field of view.
