regardless resistance will not cause stray voltage.

I would try disconnecting wires from your distribution block until the gauges turn off, this will tell you which circuit its coming from.

I guess being that subarus use a lot of switched grounds you could have the circuit the gauges are getting illumination from could be shorted to ground...

check a wiring diagram for wires you spliced into for the gauges.
