He may well have bored the block using torque plates. Perhaps he just did the final honing without.

A torque plate is used to simulate the loads applied to the block by a torqued head during machining. When you torque a head down it slightly distorts the bore. If you bore the block perfectly round without a torque plate in place, it will go slightly out of round when you install your heads, negatively affecting ring seal. If you bore with a torque plate in place the bore being distorted will be taken into account. It should actually read slightly out of round without a torqued head/plate, but should be perfectly round when the head is actually installed.
