I have the Subaru rack which I have on in the winter for skis. With that on my mileage dips noticeably to about 23 city and 28 HWY. The thing whistles like mad too. Anyway, that could be a reason you are seeing lower then me, but it appears you still see mileage above the EPA ratings.
The roof rack is new and my MPG has definitely taken a hit, but then again I just got the SPT exhaust, so I am also enjoying that as well.

I haven't run a full tank with the exhaust and roof rack on, but will probably get around 23 or 24 compared to 26 without.

But the best tank I have managed is 26. I think it has to do with the unique nature of the driving I do. Alot of 40 MPH twisty backroads and 55 MPH stuck behind mini vans. We don't have much for highways here.

What shift points do you use? I've found 2,500 gives me about the best combo of not lugging the engine and mileage.

I am also getting better and better mileage as I get used to the finicky accelerator pedal. I drove european cars before this, most recently a volvo S70. They all seem to have harder pedals that give some resistance, allowing you to better guage how much gas you are giving the car. I find on the WRX that if I am not really paying attention, it is easy to give it too much gas.

And I am loving my Thule rack. There is very minimal road noise, just kind of a spaceship type hollow sound at 55 mph or so.
