That is one of the critical reasons you have to have good logging and compare the data with care. Had the car been in SD mode, it might have gained power everywhere, but only because of the change in AFR. (obviously if the AFR changed it would do so only as a result of VE.. so there would be more to the story).
I would actually be quite curious to see how the AFR's changed with your SD map as that would represent a clear change in VE. We'd also be able to see where in the rpm range the manifold was either helping the most.
