The pad clips that go between the ears of the pads and the caliper brackets are made to prevent rattling of the pad in the caliper bracket. The shims that go between the pad backing and the piston faces are there to prevent squeal(caused by metal rubbing against metal.)

I seriously doubt the thin metal shims help distribute the pressure considering the backing of the pads is about eight times as thick as the shims.
