Tuning can certainly have an effect on spool, but not in the range of 1000RPM. The interesting part is not the absolute spool they're showing but rather the relative. IAG shows the XTR turbo severely outspooling the original DOM3 while EFI is showing it to be significantly laggier than the original DOM3. Both cars in each comparison are tuned by the same tuner as far as I can tell.
To be honest, the IAG comparison seemed way too good to be true and made me wonder if it was done in the same gear or even the same platform (04-06 STI or 07+). People always want the magical turbo that will spool faster AND make more power. Sadly that almost never happens. Physics tends to win over in the end
