A lot of it has to do with the speed/flow match between the compressor and turbine wheels. If you look at the compressor maps for the regular 3582 and the GTX3076, the GTX3076 has to spin faster to reach the same pressure ratio and flow rates as the 3582. This better matches the smaller turbine wheel.
