Online petitions do ABSOLUTELY NOTHING besides piss of moderators and make members over 15 laugh at you. If you want to construct a petition, go to the appropriate governmental body (city, state, Federal) and correctly write up what it is that you are petitioning the appropriate governmental body to do under the correct group of laws.
Then take the PAPER petitions and use your feet and a pen and get registered voters in the appropriate location to sign the petition. You then submit the PAPER petitions to the appropriate governmental organization.
They will then review if you have correctly worded the petition to see if it follows the guidelines and addresses the appropriate statute in question. If it doesn't, you can have 300,000 signatures and it will do nothing. (I have personally seen a misworded town petition with overwhelming support and signatures tanked because it would immediately be deemed unconstitutional the way it was worded.....it indeed was discarded). If it's done correctly, the government will verify signatures and proceed as law would dictate. Keep in mind that depending on how it's worded and what statute it addresses, they can still discard it.
